Expanded Outdoor Dining and Use Permits


Woodland City Council Approves Expanded Outdoor Seating and Retail Display Permit

On Tuesday, June 2, the Woodland City Council passed an Urgency Ordinance authorizing Temporary Use Permits that will allow restaurants and other businesses to use available public and private outdoor space for outdoor dining or retail display.   This Ordinance follows the Governor’s and Yolo County’s Shelter In Place Order modifications issued in late May allowing non-essential retail in-store shopping and dine-in restaurants to resume operations.   

The goal of the Temporary Outdoor Use Permit is to support and assist businesses in meeting the operational guidelines outlined by the State including significant reductions in indoor seating capacity to meet social distancing requirements.  The Temporary Permit will allow local restaurants and some retailers the ability to expand their square footage by expanding seating and displays outdoors, either on public sidewalks or in private parking lots where parking spaces or walkways can be temporarily converted to create an outdoor patio space.  

The permit is effective immediately and is available on the City’s Economic Development COVID-19 Response webpage. The direct link is available HERE.  Approved applications will be effective through the State and local termination of the COVID-19 emergency.

Yolo County has prepared additional materials for you to assist you in complying with the various requirements. You can find the Business Toolkit resources here 


What is Included in the Toolkit?

  • Plan template 
  • Public Health contact information if you or your staff come in contact with a COVID-19 positive individual
  • Informational flyers to display for staff and patrons of your establishment, and more.

5 steps to safely reopening: State Guidelines for all industries


As California moves into stage 2 of the Governor's Resilience Roadmap, every business should take steps to reduce the risk of COVID-19 and create a safer environment for workers and customers.

Before reopening, all facilities must:
  1. Perform a detailed risk assessment and implement a site-specific protection plan
  2. Train employees on how to limit the spread of COVID-19, including how to screen themselves for symptoms and stay home if they have them
  3. Implement individual control measures and screenings
  4. Implement disinfecting protocols
  5. Implement physical distancing guidelines
It is critical that employees needing to self-isolate because of COVID-19 are encouraged to stay at home, with sick leave policies to support that, to prevent further infection in your workplace. See additional information on government programs supporting sick leave and worker’s compensation for COVID-19.

Please also note that in addition to these guidelines, Yolo County requires the use of face coverings in the workplace. See below for more information on how to obtain face coverings from the County.

State Testing Site Moves to West Sacramento June 2


The State testing facility in Yolo County will be moving to West Sacramento for the next three weeks, from June 2–June 20. Appointments will be available Tuesdays – Saturdays from 7:00 a.m. to 7:00 p.m.

Testing is by appointment only and can be made by calling (888) 634-1123 or completing an online application at: https://lhi.care/covidtesting.


The Greater Sacramento Economic Council Identifies StemExpress for COVID-19 Diagnostic and Antibody Testing


StemExpress is a biotechnology company based in Folsom, providing COVID-19 testing for private companies. All tests are authorized for use by the FDA.  StemExpress is a resource for companies seeking to provide low cost infection and/or antibody testing for their employees.   If you need testing or would like to refer your employees to StemExpress, please see additional information here.

Metal Sunflower "sprouts" in Downtown Woodland to commemorate pollinators


Have you noticed a large sunflower metal sculpture at the entrance of Downtown Woodland on East & Main? This 12ftx4ft sunflower pole, designed by Woodland-resident Kent Smith, holds our City’s “Bee City USA” sign. This sign commemorates our City’s affiliation to the Bee City USA program, run by the Xerces Society for Invertebrate Conservation. Through our affiliation, Woodland is committed to raising awareness about pollinators among our community, and to creating sustainable habitats for native pollinators. As of mid-May, over 100 pollinator friendly and drought resistant plants sourced from the UC Davis Arboretum were planted and are now thriving on the median that is holding the sunflower sign, along with 10 street corners on Main Street.
