Roadmap to Recovery Preparing to Reopen - Retail and Restaurants
On May 19, Yolo County submitted a written attestation to the California Department of Public Health (CDPH) to pursue a variance to move further into Stage 2 of the Governor's resilience roadmap. The attestation certifies that the County has met the readiness criteria outlined by the State and that the County is able to mitigate the spread of COVID-19. Upon approval of the written attestation by CDPH, the Yolo County Public Health Officer and Board of Supervisors will consider expanded Stage 2 business reopening including destination retail (retail stores) and dine-in restaurants, as permitted by the State. Assuming CDPH approval is received in the coming days, it is anticipated that the County Board of Supervisors will consider these modifications to the Shelter In Place order at their next meeting on Tuesday, May 26. Restaurants and Non-Essential Retailers in Yolo County are not yet permitted to re-open for dine-in/in-store service, as noted above. However, local restaurants, eating establishments and retailers are encouraged to begin preparing for future re-opening by reviewing the guidance issued by the State for Dine-In Restaurants located here: https://covid19.ca.gov/roadmap-counties/ and for Retailers located here: https://covid19.ca.gov/pdf/guidance-retail.pdf.

Work Sharing Program - Apply OnlineAs of May 12, 2020 a new online Work Sharing Plan Application system is available for employers to submit an online Work Sharing (WS) Unemployment Insurance Plan Application, DE 8686 application through EDD.
The WS program is a temporary alternative to layoffs if the business’s production or services have been reduced. Information on the program and access to the online application can be found here: https://www.edd.ca.gov/Unemployment/Work_Sharing_Program.htm.
An employer must complete the application in one session as the progress cannot be saved.
Submitting a WS application online is a faster and more convenient way to submit the DE 8686, as it eliminates printing and submitting a WS application by mail. However, employers will continue to have the option of submitting WS paper applications by mail if they choose not to submit it electronically.
