Financial Assistance Overview for Local Businesses (SBA Loans & Advances)

Resources are available throughout California for small businesses impacted by COVID-19. As of Monday, April 27, 2020 the Paycheck Protection Program will again be servicing loans through local lenders. 

With the additional funding provided by the new COVID-19 relief package, SBA will resume processing EIDL Loan and Advance applications that are already in the queue on a first come, first-served basis.

We will provide further information on the availability of the EIDL portal to receive new applications (including those from agricultural enterprises) as soon as possible.

1. Paycheck Protection Program

This forgivable loan helps businesses keep their workforce employed during the Coronavirus (COVID-19) crisis.

  • This is a 100% guaranteed loan for employers who maintain payroll.
  • The maximum loan amount is calculated on past year’s payroll up to $10 million.
  • The loan is forgivable on allowable expenses which include payroll costs, mortgage interest, rent and utilities, but at least 75% has to be for payroll. Your payments will be deferred for 6 months.
  • The program re-opened Monday, April 27, 2020. Details can be found HERE.
  • Reach out to your lender or find a small business center to help you HERE.

  • Relationship between PPP & EIDL: Please access the bottom last three questions of the City's FAQ page for more info.
  • Additional programs are available through the SBA for Woodland businesses that have an existing relationship with an SBA Lender and/or an existing SBA 7(a) loan.

Yolo County Roadmap to Recovery 


On April 24, Yolo County issued two new announcements; a new health order that requires wearing a face covering in public (effective Monday, April 27) and an amendment to the current Shelter in Place order that now allows certain activities to resume. Both of these are part of an emerging draft ‘Roadmap to Recovery’ response that gradually facilitates a path forward through the current COVID-19 pandemic that is fluid and gradual, continues to protect public health, and allows the County and cities to begin reopening various businesses and organizations.  

The Draft Roadmap to Recovery document was released on Thursday, April 23rd, 2020 and will be considered by the Board of Supervisors on Tuesday, April 28th, 2020.  As outlined in the draft document,  the reopening of businesses and activities within Yolo County is predicated upon three guiding principles that shall guide decision-making over the foreseeable future.

THE THREE GUIDING PRINCIPLES:
1) Allowable activities shall only include those not prohibited by the California Shelter in Place Order
2) Allowable activities can be easily modified or require no modification to incorporate social distancing in the activity; and
3) Allowable activities shall minimize the use of shared or communal property or equipment.

Face Covering Requirements 
A “face covering” means a covering made of cloth, fabric, or other soft or permeable material, without holes, that covers the nose and mouth.  A face covering may be factory made, handmade, or improvised from ordinary household materials.

The City of Woodland invites all local businesses to participate in this free digital campaign. Follow and tag the City’s new Instagram account @GOWoodlandLocal. This platform will be the landing spot to promote and share posts published by Woodland businesses across all sectors. The objective is to increase community awareness of what businesses are open, and what products/services they are offering. The success of this campaign relies on the investment of our businesses - the more that join in, the more impactful our digital reach will be to consumers.
