[ARCHIVED] Shelter-In-Place Order Issued by Yolo County Public Health

(Woodland, CA) - On March 18, the Yolo County Public Health Office issued a countywide health order for residents to shelter in place from March 19 to April 7, unless extended by the Public Health Officer. This order limits activity, travel and business functions to only the most essential needs and is intended to slow the spread of novel coronavirus (COVID-19), protect those most vulnerable to the disease, and preserve local healthcare capacity. 

The order defines essential activities as necessary for health and safety for individuals and their families. Essential Governmental Functions, Healthcare, and Infrastructure are allowed to operate, including law and safety and Essential Businesses, such as those that provide food, shelter, and social services, and other necessities of life such as: fresh and non-perishable food retailers (including convenience stores); pharmacies; child care facilities; gas stations; banks; laundry businesses; restaurants and other facilities that prepare food and serve food, but only for delivery or carry out; businesses that supply other essential businesses with support or supplies necessary to operate or ship/deliver groceries, food, goods or services directly to residents; and any form of agricultural production and processing, including the cultivation of products for personal consumption or use through farming, ranching, livestock, and fishing, including, but not limited to, transportation, manufacturing, chemicals, equipment and services; and the services necessary for maintaining the safety, sanitation and essential operation of a residence. In accordance with the Yolo County Public Health Office, the City of Woodland will close all City facilities, including City Hall, the Municipal Service Center, Fire Stations, the Library, and the Community and Senior Center to the public effective March 19, 2020, through April 7, 2020.  Non-essential City staff will be telecommuting or on leave during this time. The Police Department will be open from 8 am – 1 pm Monday – Friday only.

The City’s core operations will not be affected. These operations include police and fire services, operations and maintenance of critical infrastructure (sewer and water), garbage and recycling services, minimum parks maintenance, and management of the City’s emergency operations center. To the extent possible, Planning, Building, and Engineering activities will continue in an as-needed basis.

City Hall: Effective March 19, 2020, City Hall will be closed to the public. However, those needing building permit and inspection services may contact (530) 661-5820. Individuals doing business with the City are encouraged to do so remotely by phone, email, or online. Phone numbers can be found on the City’s website www.cityofwoodland.org or by calling City Hall at (530) 661-5800.

Other Facilities: The Library, Community & Senior Center, Woodland Sports Park, and the Charles Brooks Community Pool (and associated programs) will be closed until further notice.  Reference questions and virtual library cards can be issued by emailing library@cityofwoodland.org.

Water Bills: Water bills can be paid online by visiting www.cityofwoodland.org/paymybill.  Water bills can also be paid by calling (530) 661-5831, Option 1. Water will not be shut off for non-payment during this time.

What does Shelter-In-Place Mean?

The public should stay at home as much as possible, with certain exceptions — such as to go to the supermarket, pick up prescriptions or go to the doctor; exercise, such as walking, running or hiking; and to check on relatives. There are exceptions for certain essential government and business functions.

Exceptions to the stay-at-home order:

•    To do things essential to health and safety of the household, including pets, like getting medical supplies, visiting a clinic or hospital, or obtaining supplies to work from home

•    To obtain needed services or supplies, like buying groceries.

•    To engage in outdoor activities like walking, hiking, running, and taking the dog for a walk, while keeping six feet away from others.

•    To do work for essential businesses that are exempted from the order to shut down

•    To care for a family member or pet in another household.

•    To continue working for a healthcare operation, like a hospital, clinic, dentist’s office, pharmacy, pharmaceutical and biotech company, a healthcare facility, healthcare supplier, home healthcare service, mental health provider, veterinary office or other related services.

•    To continue working for construction projects needed for essential infrastructure, such as building housing, airport operations, and work on water, sewer, gas, electrical, oil refining, roads and highways, public transportation, solid waste collection, internet and telecom systems.

•    To continue working as first responders, emergency management personnel, emergency dispatchers, court personnel, and law enforcement. Anyone needed to ensure the continuing operation of government agencies and provide for the health, safety and welfare of the public is exempt.

Please Remember:

•    Keep a distance of at least six feet away from another person

•    Wash hands with soap and water for at least 20 seconds

•    Refrain from touching your face

•    Use hand sanitizer

•    Covering coughs or sneezes (into the sleeve or elbow, not hands)

•    Regularly cleaning high-touch surfaces, and not shaking hands
