September 2023 | On September 5, 2023, the City Council of the City of Woodland will hold a public hearing to receive and consider approval of the Final Draft of the Woodland Research and Technology Park (WRTP) Specific Plan and related materials including the Final Environmental Impact Report, Financing Plan/Nexus Study, and Draft Development Agreements.  Please find the following Notice of Public Hearing:

August 2023 |  On August 17, 2023, the City of Woodland Planning Commission will hold a public hearing to receive and consider recommending to the Woodland City Council approval of the Final Draft of the Woodland Research and Technology Park (WRTP) Specific Plan and related materials including the Final Environmental Impact Report, Financing Plan/Nexus Study, and Draft Development Agreements. It is anticipated that on September 5, 2023, following action by the Planning Commission, the City Council will holds its first hearing to consider the adoption of the WRTP Specific Plan followed by a second reading on September 19. Additionally, the City Council will take action to certify the project EIR, and approve the Development Agreement, Finance Plan/Nexus Study, and a Resolution requesting that the Yolo Local Agency Formation Commission (LAFCo) process the final approval of annexation for the WRTP Plan Area.  Please find the following Notices of Public Hearing:

July 2021 |  On Tuesday, July 6 City of Woodland staff will provide an informational update on the Woodland Research and Technology Park Specific Plan project at a regularly scheduled meeting of the Woodland City Council.  The update will include a brief presentation on public outreach efforts and comments received to date on the Specific Plan and Draft Environmental Impact Report.

Following  the July 6 meeting, staff and the project applicant team will begin finalizing the Specific Plan, EIR and associated documents, taking into consideration public comments received and any additional guidance provided by City Council on July 6. It is anticipated final documents, including the Final Draft Specific Plan, Final Environmental Impact Report and the project Financing Plan and Development Agreement, will be available for public review and for City Council review and consideration in late Summer/early Fall 2021.  No formal action is requested of the City Council on July 6.  

June 2021 | On Thursday, June 17 at 6:30PM, staff will provide a brief presentation on the Woodland Research and Technology Park Specific Plan Draft Environmental Impact Report (EIR) at a public meeting of the Woodland Planning Commission.  Agenda packet available HERE. Members of the public will have an opportunity to provide oral comments on the Draft EIR during the public comment period.  Additionally, comments on the Draft EIR can be provided in writing to the mailing address or email address listed below pursuant to the Notice of Availability found HERE.  The public review period for the Draft EIR will end on July 2, 2021.

May 2021 | On Friday, May 14, 2021, the DRAFT Environmental Impact Report (DEIR) was made available for public review and comment.  Please see the Notice of Availability HERE.   The public review period for the Draft EIR will end on July 2, 2021, for interested individuals and public agencies to submit written comments on the document. Written comments on the Draft EIR must be submitted to the mailing address or email address listed below:

Copies of the Public Review Draft WRTP Specific Plan, the Draft EIR, and documents incorporated by reference are available HERE.  The General Plan, Climate Action Plan and related EIR are also available online at the General Plan Update Website: https://www.cityofwoodland.org/1000/Documents.

Staff will provide a brief presentation on the Draft EIR at a public meeting of the Woodland Planning Commission on June 17, 2021, at 6:30 p.m., or soon thereafter. Consistent with Executive Order N-29-20 issued on March 17, 2020, and Executive Order N-35-20 issued on March 21, 2020, by the Governor of the State of California, this meeting will be held online only via Zoom.  Visit https://www.cityofwoodland.org/654/Meetings-Agendas for meeting agendas and virtual login information.  

APRIL 2021 | On Wednesday, April 21, at 6:00PM, City of Woodland Staff and the Project Applicant Team will present the Draft Specific Plan to the City's Sustainability Advisory Committee.  The presentation will focus primarily on the sustainable design aspects of future development within the Specific Plan area and consistency with the City's Climate Action Plan.  The Sustainability Advisory Committee will not take formal action on the Draft Plan, but it is requested that the Committee provide input regarding the sustainability/energy conservation elements of the project for consideration in the preparation of the final Specific Plan.  The public is welcome to listen in and provide comment prior to or during the Zoom meeting.

MARCH 2021 | On Monday, March 22nd, at 6:30PM, City of Woodland Staff and the Project Applicant Team will present the Draft Specific Plan to the Parks and Recreation Commission.  The presentation will focus primarily on planned park, greenbelt and open space amenities and consistency with the City's Urban Forestry Master Plan.  The Parks and Recreation Commission will not take formal action on the Draft Plan, but it is requested that the Commission provide input regarding the open space elements of the project for consideration in the preparation of the final Specific Plan.  The public is welcome to listen in and provide comment prior to or during the Zoom meeting.  The staff report can be found HERE.  Information regarding joining the online Zoom meeting can be found in the meeting agenda HERE.   

JANUARY / FEBRUARY 2021 | On Tuesday, February 9th and on Thursday, February 11th, 2021, at 6:00PM, City of Woodland staff and the Project Applicant Team will host an informational webinar to discuss the proposed Woodland Research and Technology Park Specific Plan.  Each webinar will include an overview of the proposed project, located at the northeast corner of CR 25A and Hwy 113, and the contents of the Draft Specific Plan.  An opportunity for public comment will take place at the close of the presentation segment of the webinar.  Comments or questions on the project are welcome at any time throughout the entitlement process. Community Presentations Woodland Research and Tech Park

NOVEMBER 2020 | On November 17, 2020, the Woodland City Council received a presentation of the Public Review Draft of the Specific Plan and an outline of the public review process over the coming 4-6 months.  The November 17 meeting officially launched the public review process for the Woodland Research and Technology Park Specific Plan project with the availability of the Public Review Draft document now online and in hard copy at City Hall, at the City Library and at the Community and Senior Center.  Over the coming months, city staff and the applicant team will hold a series of public meetings with community members and stakeholders to formally present the plan (and Draft Environmental Impact Report to follow), respond to questions and collect important feedback that will be considered in the preparation of the final Specific Plan, prior to adoption. 

Information regarding the proposed Specific Plan will be made available here and under the Documents link found in the navigation column to the left.
