FACT-FINDING PANEL'S REPORT AND RECOMMENDATIONS
Pursuant to the requirement of Government Code Section 3505.5 the City of Woodland has made publicly available the Fact-finding Panel's Report and Recommendations in the matter of the Arbitration between the City of Woodland (Employer) and the Woodland Professional Firefighters’ Association (Employee Organization). Copies of the report are available at the City Clerk’s Office, located at 300 First Street, Woodland, CA 95695, as well as on the City of Woodland website.
The City of Woodland the Professional Firefighters Association (PFFA) have been engaged in negotiations since May 2012, and the City declared Impasse on October 5, 2012. Following attempts to resolve the disputed issues through State-mandated mediation, a fact-finding panel was convened to hold a hearing on the dispute, which took place on May 10, 2013. The fact-finding panel issued its Report and Recommendations on May 28th, and the City is making the report available for public review, consistent with the requirements of Government Code Section 3505.5 (a).
The recommendations of the fact-finding panel are non-binding, and are currently under consideration by the City Council. This report will be scheduled for discussion at an upcoming City Council meeting.
