In order to assure the plan area achieves densities intended by the specific plan, and provided the city has received sufficient documentation of the transfer or exchange as described above, BUAs transferred or exchanged shall not be counted as BUAs previously assigned to a parcel or group of parcels in making the determination whether a parcel or group of parcels has exceeded its MD.
