Except as described in Section 26-5-12 of this chapter, any landowner may transfer or exchange BUAs to another landowner in the plan area. The city shall not recognize such transfer or exchange for any purpose unless and until it is provided with a legally binding document bearing the notarized signature of the original assignee of the BUA evidencing the transfer or exchange of the BUA to the current holder.
