If, as a result of assigning BUAs pursuant to the foregoing procedures, a parcel would be assigned BUAs in excess of its MD, the city shall instead assign these “excess” BUAs as follows:
(1) If a class A parcel would received BUAs which, when added to the BUAs previously assigned to that parcel would exceed that parcel’s MD, the city shall assign the excess BUAs to other class A parcels until all class A parcels are assigned BUAs equal to their MDs;
(2) After each class A parcel receives BUAs equal to its MD, the city shall assign the excess BUAs to class B parcels.
(3) If a class B parcel would be assigned BUAs in excess of its MD, the city shall assign such excess BUAs to other class B parcels until all class B parcels receive BUAs equal to their MDs.
(4) After each class B parcel receives BUAs equal to its MD, the city shall assign the remaining BUAs to class C parcels.
(5) In each case where “excess” BUAs are assigned (e.g., among class A parcels or from class A parcels to class B parcels, or among class B parcels or from class B parcels to class C parcels), such assignment among similarly situated parcels shall be based upon the ratio of the base allocations of those parcels for the applicable release.
