Class B priority will be assigned to parcels meeting all of the criteria applicable to Class A, except that the owner is not a member of the funding LLC. With respect to the first release only, to qualify for Class B priority, the owner of the parcel shall, within sixty days from the adoption of the ordinance codified in this chapter, make an offer to dedicate, in a form satisfactory to the city, easements and rights of way for public improvements within the corridors shown on Exhibit A on file in the office of the city clerk. With respect to the first release only, all parcels the owners of which do not make such offers will be assigned class C priority. (Ord. No. 1343, § 3, (part).)
