Subject to the city’s determination as described in Section 26-2-10 of this chapter, the city shall release one thousand two hundred forty-two BUAs (“first release group”) concurrently with the first issuance of bonds for infrastructure financing (“first release date”). The city may issue a maximum number of building permits per fiscal year as follows: seven hundred fifty-one in 2004-05, four hundred ten in 2005-06 (1161 cumulative) and eighty-one in 2006-07 (1242 cumulative) pursuant to these first release BUAs to maintain consistency with the general plan’s goal to manage residential growth at an even and reasonable pace.
