It is the purpose of this article to establish minimum requirements and standards for water meters; and establish objectives, criteria and procedures regulating such activities, consistent with the following policies:
(a) To regulate all activities where metering is required to determine the user's water demand and to insure that the cost of service to the user is equitably distributed in the rate structure;
(b) To establish and maintain standards that will assure accurate water measurements and efficient service. (Ord. No. 1113, § 5 (part).)
