This article is enacted to establish the city response to drought conditions. This article establishes a four-stage plan to accomplish water conservation. Stage one, water awareness, is an ongoing program. Stage two, water alert, is intended to achieve a fifteen percent reduction in normal water consumption. Stage three, water emergency, and Stage four, water crisis, are intended to achieve subsequent reductions in normal water consumption by twenty-five percent and fifty percent, respectively. (Ord.
