Prior to connection to the sewer each person making such request shall pay a sewer connection charge for an initial connection of his premises to the city sewer system. The amount of the charge shall be fixed by resolution of the city council which, among other things, may take into account the length and size of the connection pipe and the depth of the main sewer to be connected and provide for varying charges in accordance with the relative right, difficulty or cost to connect.
