The city engineer or his designated representative may require any water user to give under oath such information as is necessary to determine the proper water rates for such water user. Should such water user refuse to give such information under oath, the city engineer or his designated representative shall fix the rates to be charged such water user, subject to modification by the city council on application of such water user.
