Article XII. Banners Promoting Special Events
Sec. 20-12-07. Procedures.
Banners proposed by events sponsored by the city of Woodland, or any city
department or office, shall have priority in reservation, provided such
reservations shall be made no later than December 1st of the previous year. All
other banner requests (including subsequent requests by the city) shall be
reserved on a “first come, first served” basis.
Upon receipt of
a completed banner application and permit request to hang a banner, the parks,
recreation and community services department staff shall verify that the
proposed banner complies with the city policy and specifications. If staff is
uncertain whether a banner complies with city policy, the matter shall be
referred to the parks, recreation and community services director or designee
for review/approval.
A banner application and permit request shall be
completed and issued, and all appropriate fees collected, before any banner is
installed. Banner permit forms are located at the parks, recreation and
community services department office, 1122 Main Street.
After a banner
permit is completed, the original permit is routed to the public works
department. A copy is given to the permittee and one copy is filed in the parks,
recreation and community services’ banner permit file.
At the end of
each calendar year, the banner schedule (calendar) and issued permits are
removed from the banner permit file and placed in an archive file in the parks,
recreation and community services department until disposal. (Ord. No. 1359,
