Sec. 19-2-8. Excessive discharge/dilution.

No user shall increase the use of process water or in any way attempt to dilute a discharge, as a partial or complete substitute for adequate treatment to achieve compliance with the discharge limitations contained in the pretreatment standards, the EPA, local limits, any pretreatment requirement, or in any other pollutant-specific limitation developed by the city, the EPA, or the state.
The director may impose mass limitations on users who may be using dilution to meet applicable pretreatment standards or pretreatment requirements, or in other cases when the imposition of mass limitations is appropriate. (Ord. No. 1271, § 1 (part).)
