It shall be unlawful for any person to keep, conduct or maintain, or aid or assist in keeping, conducting or maintaining within the limits of the city, any house, room or apartment in which persons of lewd or immoral character habitually congregate, assemble or meet, or to which such persons frequent or visit in any considerable numbers, for the purpose of eating or drinking therein.
