Any applicant deemed ineligible by the chief shall have the right to appeal the chief’s decision to the city manager. Appeals must be made by filing a notice of appeal with the city manager within ten days of receipt of a notice of the chief’s decision. The city manager shall hear the appeal within thirty days after the appeal is filed. The city manager shall notify the applicant of the decision within ten days after the decision is made. The city manager may affirm or overrule the chief’s decision. The city manager’s decision shall be final. (Ord. 1381, § 3 (part).)
