No person shall operate or drive a commercial vehicle, except a passenger bus under the jurisdiction of the Public Utilities Commission, on any street or portion thereof designated by resolution of the city council as a street the use of which is prohibited to any commercial vehicle provided that a sign is posted on such street giving notice thereof, and no person shall operate or drive a commercial vehicle in, on or across any private driveway approach or sidewalk area or the driveway itself without the consent of the owner or occupant of the property provided that a sign or markings are in place indicating that such use of the driveway is prohibited.
