In addition to the duties set forth in Chapter 2 of this code, the traffic safety commission shall receive complaints having to do with traffic matters, hear appeals from decisions of the traffic engineer, and recommend to the city council ways to improve traffic conditions and administration and enforcement of traffic regulations.
