It is unlawful for any person to act as a pawnbroker, recycler, junk or secondhand dealer, as defined in Chapter 16 of the city code, without first making an application for and receiving from the city of Woodland a license to act as such pawnbroker, recycler, junk or secondhand dealer in the incorporated areas of the city. A license issued pursuant to this article shall be valid for a period of one year from the date of issuance. (Ord. No. 1490, § 5 (part).)
