CHAPTER 8A. CABLE COMMUNICATIONS SYSTEM.
Sec. 8A.610. Equal opportunity employment and affirmative action plan.
(a) In the carrying out of the construction, maintenance and operation of
the cable communications system, grantee shall not discriminate against any
employee or applicant for employment because of race, creed, color, sex or
national origin.
(b) Grantee shall take affirmative action to ensure that
applicants are employed, and that employees are treated during employment,
without regard to their race, creed, color, sex or national origin. Such action
shall include, but not be limited to, the following: employment, upgrading,
demotion or transfer, recruitment or recruitment advertising, layoff or
termination, rates of pay or other forms of compensation, and selection of
training, including apprenticeship. Such action shall be directed toward the
employment of a work force which is representative of the population of the city
of Woodland with respect to the distribution of women and
minorities.
(c) Grantee shall post in conspicuous places, available to
employees and applicants for employment, notices setting forth the provisions of
this nondiscrimination clause.
(d) Grantee shall, in all solicitations or
advertisements for employees placed by or on behalf of grantee, state that all
qualified applicants shall receive consideration for employment without regard
to race, creed, color, sex or national origin.
(e) Grantee shall incorporate
the foregoing requirements in all of its contracts for work relative to
construction, maintenance and operation of the cable communications system,
other than contracts for standard commercial supplies or raw materials, and
shall require all of its contractors for such work to incorporate such
requirements in all subcontracts for such work. Such contracts shall be awarded
in such a manner as to maximize the opportunities for participation by firms
owned and controlled by women and/or minorities.
(f) Upon request by the
city, grantee shall annually submit to city a report on employment and
contracts. Such report shall include a listing of employees by category
(technical, clerical, marketing and managerial) and by race, ethnic background
and sex and shall show the changes within each category during the preceding
year. Such report shall also include a listing of all contracts and subcontracts
awarded, the dollar value thereof, and the composition of ownership of the
contractor or subcontractor with regard to minorities and/or women. The report
shall further set forth the affirmative steps to be taken in the forthcoming
year for the implementation of the goals set forth in subsections (a) through
