(a) In granting any franchise hereunder, the council, by resolution, may establish and fix all rates and charges for service as permitted by state and federal law, and may establish procedures and requirements for applications for rate adjustments.
(b) Notice of any rate change shall be submitted by grantee to the city manager at or prior to the time such notice is given to subscribers. (Ord. No. 1097, § 1 (part).)
