Any grantee, upon the effective date of its franchise, shall be required to reimburse the city for its estimated engineering, administrative, publication and legal expenses incurred in connection with the processing, evaluation and preparation of documents relating to the granting of such franchise, or the renewal or transfer of such franchise. A failure of a grantee to reimburse such expenses shall be deemed adequate grounds upon which to deny any such application to grant, renew or transfer the franchise. (Ord. No. 1097, § 1 (part); Ord.
