(a) If voluntarily offered by grantee in its application for a franchise or the renewal thereof, grantee shall provide, at the request of the city manager, use of a studio, equipment and technical services for production of live and videotape municipal programs, subject to scheduling requirements of grantee.
(b) Grantee shall provide service and drop without cost, in accordance with specifications set forth in the franchise ordinance or agreement between grantor and grantee granting a franchise, when the cable communications system possesses such facilities and as designated by the city subject to the requirements of federal law to:
(1) Public schools and community colleges within the city;
(2) Buildings owned and controlled by the city, in accordance with specifications set forth in the franchise ordinance or agreement between grantor and grantee granting a franchise, used for public purposes and not for residential use (fire and police stations excepted). (Ord. No. 1097, § 1 (part).)
