Upon the sale or other transfer of a bicycle, the new owner shall make application for transfer of the license plate. Such application shall be accompanied by a transfer fee of one dollar. (Ord. No. 633, § 1; Ord. No. 647, § 1; Ord. No. 873, § 1.)
