The library shall be forever free to the inhabitants and nonresident taxpayers of the city, subject always to such rules, regulations, and by-laws as may be made by the board of library trustees. Any person who violates any rule, regulation, or by-law may be fined or excluded from the privileges of the library. (Ord. No. 1044, § 2 (part).)
