Sec. 2-1-37. General qualifications for appointment and service.

In addition to the specific requirements pertaining to boards, commissions and committees appearing in later sections of this code, each candidate shall meet the following qualifications and conditions to qualify, and to remain qualified, for appointment:
(1) Each appointee shall be, and shall remain, a resident of the city except an appointee to a special board, commission, or committee or other ad hoc group may be a nonresident if so authorized by majority vote of the city council;
(2) Each appointee shall not have a conflict of interest as defined under state law or this chapter, and no candidate who is a city employee shall be appointed to a board, commission or committee which affects his area of employment;
(3) No appointee may serve on more than one board, commission or committee at any one time;
(4) No appointee shall be absent for four unexcused absences from regular board, commission or committee meetings during any one continuous twelve-month period without automatically forfeiting his appointment to such board, commission or committee. “Unexcused absence” shall mean an absence which was not a subject of a request by the appointee which, prior to such absence, has been approved by majority vote of such board, commission or committee;
(5) Each appointee expressly understands that he or she serves at the pleasure of the city council and that “political reasons” shall be valid reasons for his removal;
(6) Each appointee shall conscientiously review the policies developed by the council and shall endeavor in good faith to follow both the letter and the spirit of those policies that pertain to his board, commission or committee.
