Sec. 2-1-28. Reading of ordinances and resolutions.

At the time of adoption of an ordinance or a resolution it shall be read in full unless, after reading of the title, the further reading is waived by unanimous consent of the councilmen present. This consent may be expressed by a statement by the presiding officer that “If there is no objection, the further reading is waived.” If a council member so requests, the ordinance or resolution shall be read in full.
