The BUAs in the second release group shall be assigned using the following procedure:
(1) The city shall determine the number of BUAs available for the second release after adjustment for multi-family units constructed.
(2) The city shall calculate the number of BUAs (“base allocation”) in the second release group to which each parcel would be entitled if all parcels had class A priority, based on the ratio of MDs among the parcels.
(3) The city shall assign to each class B parcel forty percent of its base allocation for the second release.
(4) The city shall assign the balance of the BUAs to the class A parcels based upon the ratio of the base allocations of those parcels for the second release. (Ord. No. 1343, § 3, (part).)
