The BUAs in the first release group shall be assigned using the following procedure:
(1) The city shall calculate the number of BUAs (“base allocation”) in the first release group to which each parcel would be entitled if all parcels had class A priority, based on the ratio of MDs among the parcels.
(2) The city shall assign to each class B parcel forty percent of its base allocation for the first release.
(3) The city shall assign the balance of the BUAs to the class A parcels based upon the ratio of the base allocations of those parcels for the first release. (Ord. No. 1343, § 3, (part).)
