Class A priority will be assigned to parcels meeting the following criteria: (1) the owner is a member of the funding LLC; (2) the owner has dedicated or transferred to the city, or made an irrevocable offer to dedicate, in a form satisfactory to the city, easements and rights of way for public improvements in accordance with the approved Spring Lake specific plan and implementing documents and (3) the owner is either participating in an established financing district to provide infrastructure for the plan area, or has agreed in writing to participate in any such financing district to be established at a future date.
