Article I. Subdivisions.
Sec. 23B.4. Applications for exemption.
Where by reason of topographical, soil or other conditions, the
installation of underground facilities as hereinabove required is unreasonable
or impractical, the owner or subdivider may make application for exemption from
the provisions of this article to the board of zoning adjustment, and such
application shall be subject to the procedures provided in connection with
applications for variances under the zoning ordinance. (Ord. No. 713, §
