The following shall be excepted from the provisions of this article:
a. Initial installations in subdivisions, the final maps for which shall have been approved prior to the effective date of this article.
b. Equipment appurtenant to underground facilities, such as surface mounted transformers, pedestal mounted terminal boxes and meter cabinets, and concealed ducts.
c. Electrical transmission lines rated a 60 K. V. capacity, or more. (Ord. No. 713, § 2.)
