No department, official or public employee of the city vested with the duty to or authority to issue permits shall willfully issue any permit, grant any approval, or license for use, construction or other purpose in conflict with the provisions of this chapter or the Subdivision Map Act. Any permit or approval issued in violation of this chapter shall be null and void. Any person who violates any provision of this chapter shall be guilty of a misdemeanor. (Ord. No. 1500, § 3 (part).)
