Upon written application for a permit to drill or maintain a groundwater monitoring well, the director of public works shall evaluate such application and approve or deny it based on sound engineering principles, including but not limited to such factors as location, depth, and size of the well, the types of soils present at the well site and nearby land uses. Any decision hereunder by the director of public works shall be appealable to the council. (Ord. No. 1201, § 2 (part).)
