The schedule of fees shall be established by resolution. Before a permit is issued, the applicant shall deposit with the city cash or certified check in a sufficient sum to cover the fee for issuance of the permit, any penalties, and the fee for necessary inspections, all in accordance with the schedule established and adopted by the city council. Although an encroachment permit is required, the processing fee may be waived for encroachment work and/or repairs on or for owner-occupied residential single-family dwellings. (Ord.
