This chapter shall not be construed to limit the responsibility or liability of any person for damage to persons or property which may occur as a result of the discharge of wastewater nor shall the city, nor any agent thereof, be considered as assuming any liability in connection with the discharge of such wastewater by reason of the performance of its duties under this chapter.
