Article II. Abatement, Notice, Hearing, Appeals.
Sec. 14B-2-4. Service of notice.
(a) The notice to abate the graffiti shall be served on the owner and the
occupier of the premises, and such service shall be deemed to have been given
when:
(1) A copy of the notice has been served personally; or
(2) A copy
of the notice has been deposited in the mail, postage prepaid, certified, return
receipt requested, to the person’s last known address; or
(3) A copy
of the notice is prominently and conspicuously affixed to the
premises.
(b) The failure to make or attempt such service on any person as
required in this section shall not invalidate any proceedings under this chapter
as to any other person duly served.
(c) The failure of any person to receive
such notice shall not affect the validity of any proceedings taken under this
