By providing for the regulation of taxicabs, vehicles for hire and drivers in the manner provided for in this article, the city is only protecting the general welfare. It is neither assuming nor imposing on the city, or its officers and employees, an obligation for which there may be liability and money damages to any person who claims that such breach proximately caused injury.
