(a) Licenses shall be granted only to authorized organizations as defined in this chapter.
(b) The community development director shall not issue a license to any applicant if the community development director or chief of police cannot certify any one of the findings required by this chapter to be made, or if it appears from the application that the conduct of such games would be in violation of any of the terms, conditions and requirements of this chapter.
