Any member of the city council who fails to attend four consecutive regular meetings when neither sick nor absent from the city after receiving consent of the city council shall be deemed to have forfeited his title to the office of city council member, and a majority of the remaining members may cause an action to be brought in the Superior Court of the state to have his office declared vacant.
