Community Choice Energy (CCE), also known as Community Choice Aggregation, enables local governments to procure and/or develop power on behalf of their public facilities, residents, and businesses with the aim of increasing local choice in energy supply while providing electricity with high renewable energy content at competitive rates. Several CCE programs are established in California.

The Valley Clean Energy Alliance (VCEA) joint powers agency was formed by the City of Davis and Yolo County to develop a local CCE program that is planned to launch in spring 2018. Woodland was encouraged by Davis and the County to participate in the development of the local CCE program. Following the evaluation efforts summarized below, the City Council voted on May 4, 2017 to request membership in VCEA. The request was accepted by the VCEA Board and conveyed to the Davis City Council and the Yolo County Board of Supervisors for their review. On May 16, 2017, the City Council voted to join VCEA to work with Davis and Yolo County to implement a CCE program for customers in the three jurisdictions following the approval of the VCEA Board. On June 13, 2017, the City of Woodland was approved as a member of the VCEA joint powers agency, and Mayor Angel Barajas and Council Member Tom Stallard joined the agency's Board of Directors.

Woodland CCE Technical Advisory Committee

In December 2016, the City Council established an ad hoc citizen advisory committee to assist with the evaluation of CCE program benefits and risks and to provide recommendations regarding participation in a CCE program.The committee was established to provide comments, feedback, and recommendations to the City Council on issues related to CCE participation, serve as a forum for public input and feedback on issues related to CCE participation, and assist city staff in promoting community-wide education and awareness of CCE program issues. Regular meetings were held every other week from January 2017 through April 2017 and were open to the public.
On April 18, 2017, the CCE Technical Advisory Committee recommended to City Council that Woodland take immediate steps to request VCEA membership in time to be included in its February 2018 launch, as discussed in the committee's Report and Recommendation to City Council.

Past Public Meeting - March 29, 2017
The CCE Technical Advisory Committee invited community members to attend a presentation and Q&A opportunity at a public meeting on CCE and the evaluation of Woodland's potential participation in a CCE program. The public meeting was held at the Woodland Community and Senior Center and provided an opportunity for community members to hear from the committee on their evaluation process and findings and to ask questions and provide input about CCE participation prior to the committee forming a recommendation to City Council.

Other Public Presentations
CCE Technical Advisory Committee members also gave presentations and solicited questions and feedback at meetings of the Woodland Kiwanis Club on March 20, 2017 and the WJUSD School Board on March 23, 2017. Watch for information on additional public meetings for opportunities to ask questions about CCE and VCEA prior to VCEA's program launch in February 2018.
