Community Choice Energy (CCE), enables local governments to procure and develop power on behalf of their public facilities, residents, and businesses with the aim of increasing local choice in energy supply while providing electricity with high renewable energy content at competitive rates. Several CCE programs are operating in California.

The City of Davis and Yolo County formed a joint powers authority, known as Valley Clean Energy (VCE),  to develop a local CCE program. Following the evaluation efforts summarized below, on May 16, 2017 the Woodland City Council voted to join VCE to work with Davis and Yolo County to implement a CCE program. On June 13, 2017, the City of Woodland was approved as a member of VCE, and Council Members Angel Barajas and Tom Stallard joined VCE's Board of Directors.

Valley Clean Energy (VCE)

VCE will begin serving electricity customers within the cities of Woodland and Davis and unincorporated areas of Yolo County in summer 2018. VCE's mission is to deliver cost-competitive clean electricity, product choice, price stability, energy efficiency, and greenhouse gas emission reductions. Woodland CCE Technical Advisory Committee

In December 2016, the City Council established an ad hoc citizen advisory committee to assist with the evaluation of program benefits and risks, provide recommendations regarding program participation, and serve as a forum for public input. Regular meetings were held every other week from January 2017 through April 2017 and were open to the public. On April 18, 2017, the advisory committee recommended to City Council that Woodland take immediate steps to request VCE membership in time to be included in its launch, as discussed in the committee's Report and Recommendation to City Council. 
 
 

Public Meetings

Past Public Meeting - March 29, 2017
The CCE Technical Advisory Committee invited community members to attend a presentation and Q&A opportunity at a public meeting on CCE and the evaluation of Woodland's potential participation in a CCE program. The public meeting was held at the Woodland Community and Senior Center and provided an opportunity for community members to hear from the committee, ask questions, and provide input about CCE participation prior to the committee forming a recommendation to City Council.

Other Public Presentations
CCE Technical Advisory Committee members also gave presentations and solicited questions and feedback at meetings of the Woodland Kiwanis Club on March 20, 2017 and the WJUSD School Board on March 23, 2017. Visit valleycleanenergy.org for upcoming meetings and more information.
