The City of Woodland Planning Commission, consisting of seven members appointed by the City Council, conducts hearings, comes to decisions, and makes recommendations to the City Council on matters related to planning and land use. The Commission also assists in developing, implementing, and maintaining the City's General Plan, Zoning Ordinance, Specific Plans, and Community Design Standards.
Please note that effective in June 2010, The City of Woodland Planning Commission will now meet on every 3rd Thursday of the month at 6:30pm in the City Council Chambers of City Hall, 300 First Street, 2nd Floor.
The City of Woodland has launched a new webcasting technology for the Planning Commission Meetings.
This new technology allows anyone with an Internet connection to view Planning Commission Meetings on-demand and to view and copy agendas & reports at your convenience. You will be able to view archived Planning meetings as well as search keywords for topics of interest or follow links on the online agenda on the City's website to navigate directly to a particular item.

Chris Holt was born and raised in and around the City of Woodland. Chris spent his young, formative years in Knights Landing where he was surrounded by family and a close knit community. After graduating from Woodland High School in 1995 he attended Yuba Community College before entering the architecture industry as a drafter with McCandless and Associates in 1999. Mr. Holt spent 6 years learning the craft of general practice Architecture under the guidance of Bill McCandless, Gary Wirth and staff. After leaving McCandless and Associates in 2006 Chris took a position with Lionakis, a large market based architecture firm in Sacramento where he continued his apprenticeship in architecture. Through these unique apprenticeship opportunities Chris has been exposed to the technical and practical side of Architecture. This unique perspective gives him a distinct, pragmatic point of view on both small and large projects. In 2008 Chris married his longtime love in a beachfront ceremony in Monterey Ca. In 2009 Chris and Mikelynn moved from their loft at Globe Mills to a house they purchased near the County Fair grounds, which strengthened their investment in the community and compelled Chris to get involved in the governance of the city. In his free time Chris enjoys painting, sketching, brewing beer, playing with his (2) dogs and continuing his studies as a life-long learner. Chris has held a LEED AP/LEED BD+C accreditation since 2006 and his California Architects License since 2012; in his professional career he is committed to urban infill, mixed use, historic preservation and revitalization of the historic downtown core of Woodland. Chris was appointed to the planning commission in October of 2011, a position he takes great pride in holding and looks forward to serving his community.
Marco C. Lizarraga
Marco Cesar Lizarraga is currently the Executive Director for La Cooperativa Campesina de California where he has worked for the past 16 years. La Cooperativa is non-profit organization representing and providing funding for federally designated Farm Worker Grantees in California who deliver employment and training services to farm workers throughout the State.
Born in Mexicali, Mexico, Marco migrated to the United States of America in 1959 at the age of 13. For many years his family followed the grapes and other seasonal crops as migrant workers. Marco’s family finally settled in the town of Calexico, California. He eventually graduated from high school and attended two years at Cal Poly San Luis Obispo where he majored in Electronic Engineering. Subsequently he changed his major to Economics and transferred to the University of California Santa Barbara where he finished his B.A in Economics and continued on to graduate school and completed all the graduate course work for economics. Recently Marco completed an M.A. in Educational Technology at the California State University of Sacramento.
Marco has had a diverse experience in his professional trajectory. He has experience in employment and training, political consulting, advocacy, as well as city planning and housing consulting. For three years Marco was an associate of PBS & Associates doing planning, grant writing and engineering. Under this business Marco and his associates ran the Planning Department for the City of Calexico where annexations and subdivisions were processed establishing a fast track system that was widely appreciated by the city fathers and those in the development industry.
Marco has always strived to stay current with technology and continues to seek educational resources to enhance his managerial and business skills.
Kirby Wells has a unique mix of business management and technical expertise. He has developed risk management programs for over 30 years. He has been a licensed Life Health and Property & Casualty agent since 1981. Mr. Wells is an experienced expert witness; testifying as to evaluation of insurance contract language, analysis of underwriting practices and sales practices as relates to contract language. Mr. Wells assists attorneys and Planned Urban Communities in developing contract wording for special insurance coverage, CC & R’s and Bylaws. Mr. Wells has also worked as an expert witness in multiple cases involving insurance. In 1999 in the aftermath of the B'Nai Israel Synagogue bombing, Mr. Wells worked directly with staff from the California Attorney Generals office in resolving critical issues involved with the settlement of the claim.
Mr. Wells has been a keynote speaker for a multitude of national conferences. These include condominium and planned urban development, insurance, technology and legal industry groups. Mr. Wells was the Networked Insurance Agents Keynote Speaker for their national series of conferences in 2007. Most recently, Mr. Wells was a faculty speaker at Loyola IV at Loyola Law School.
In addition to the insurance related expertise, Mr. Wells has extensive technology and senior management experience. In 1986 he formed The Wells Group in Partnership with IBM. Mr. Wells was responsible for developing software management and operation systems for data input and digital record management. His areas of responsibility included the industries of insurance, banking, title and engineering business enterprises. The firm became a leader in the development and implementation of document scanning and integration of database management systems. Because of the success of the program, IBM sponsored Mr. Wells at the Wharton Graduate School of Business in connection with development of systems and strategies.
Since 1996, Mr. Wells has concurrently served as the President of Independent Solutions United, an independent insurance agency that has been in business since 1959. He founded CIG Yolo Basin insurance in Woodland California in 2009.
Mr. Wells currently serves as a Director and stockholder of Pacific Interstate Insurance Brokers “PIIB” (with written annual premiums in excess of three hundred million dollars). Mr. Wells was also served as the Managing Partner for PIIB Payroll a full service web-based payroll service.
Mr. Wells has been active in his communities throughout his career. Mr. Wells has served as a Board member for the Rotary Club, and has served as both Vice-Chairman and Chairman for many local and national organizations. He serves as the Risk Manager for the Crocker Art Museum.
In 2012 he was appointed to the City of Woodland’s Board of Building Appeals. Later that year he was appointed to the City of Woodland’s Utility Rate Advisory Board and in December of 2013 became a member of the City of Woodland Planning Commission.
Mr. Wells grew up on a ranch in the Sierra Nevada’s, where his family had a small family business.
He lives in Woodland with his wife Ann and daughter Makiah.
