Development Impact Fee Deferral Program
In order to stimulate economic development within the City of Woodland, The City Council adopted a fee deferral program for residential and nonresidential development projects with the city. Rather than paying "development impact fees" at the time a building permit is issued, the developer of a qualified project may elect to defer a portion of those fees. Applications (PDF) must be submitted and approved prior to issuance of building permit.
Governors Economic Development Initiative (GEDI)
GEDI, established under the Governor's Office of Business and Economic Development (GO-Biz) was developed to replace the California Enterprise Zone program which terminated on December 31, 2013. GEDI consists of incentive programs to help business locate or expand in California. The programs under the Governor's initiative are the following:
California competes is an income tax credit available to businesses that want to come to California or stay and grow in California. Unlike the Enterprise Zone program this program is Statewide. Thus , there are no geographic restrictions. Tax credit agreements will be negotiated by GO-Biz and approved by the "California Competes Tax Credit Committee." (Partial) Sales & Use Tax Exemption
A partial exemption of sales and use tax on certain manufacturing biotechnology and research and development equipment purchases. The partial exemption applies only to the state sales and use tax rate portion, currently at 4.1875%. The exemption does not apply to any local, city, county, or district tax. All manufacturers (NAICS Codes 3111 to 3399, inclusive), Research and Development in Biotechnology and Research and Development in the Physical, Engineering, and Life Sciences (NAICS Codes 541711 and 541712, respectively).
(Full) Sales & Use Tax Exclusion - Advanced Manufacturing and Transportation and Alternative Energy
A sales tax exclusion from both state and local sales tax collection on equipment purchases for qualifying businesses that conduct qualifying activities. Sales tax rates vary by jurisdiction (typically 7% to 9.25%).
Employment Training Panel
A cash reimbursement for training cost incurred by employers set by a predetermined two-year performance based contract. Contracts vary based on number of employees enrolled, hours of training, training material and employee wages. For more information on the ETP, please visit the Employment Training Panel website.
Property Assessment Clean Energy (PACE) Program
PACE financing allows home and commercial building owners to finance renewable energy and efficiency upgrades (like efficient windows, heating or cooling, or water efficient appliances) over the long term by adding the payment onto their property taxes. Recycle Market Development Zone (RMDZ)
The Department of Resources Recycling and Recovery, or CalRecycle, operates the Recycling Market Development Zone program (PDF), which provides low-interest loans, technical assistance, and free product marketing to businesses within a zone, or RMDZ. Local government incentives may include special variances in building codes and zoning laws; streamlined local permit processes; reduced taxes and licensing fees; and help finding a reliable secondary material feedstock supply.
